4. Individual Criminal Offence Risk Assessment/Prediction Based on Appearance
AI predicting individuals’ propensity to commit crimes based on facial features, appearance patterns, or demographic characteristics. This bans algorithmic systems that encode discriminatory assumptions about criminality.

5. Untargeted Facial Recognition Database Creation
Web scraping or CCTV footage aggregation creating facial recognition databases without consent. This prevents mass surveillance infrastructure development by private companies.

6. Emotion Recognition in Workplaces and Educational Institutions
AI systems detecting emotional states for monitoring or evaluating workers or students. This captures affect recognition used for worker surveillance, classroom engagement monitoring, or hiring decisions based on inferred emotional traits.

7. Biometric Categorization for Protected Characteristics
AI using biometric data to infer protected characteristics (ethnicity, race, political beliefs, religion, sexual orientation). This prevents AI systems using facial features or voice analysis to categorize protected groups.

8. Real-Time Remote Biometric Identification for Law Enforcement in Publicly Accessible Spaces
Police use of facial recognition on live video or camera feeds in public places for suspect identification. This does not prohibit post-event forensic use but bans real-time mass surveillance by law enforcement.

Transparency Disclosures
Providers must disclose: training methodologies, data sources and characteristics, system capabilities, known limitations, performance benchmarks, potential risks, and mitigation measures. This documentation must be sufficiently detailed that regulators can assess compliance and downstream users can understand model characteristics.​

Copyright Law Compliance
